Proposed natural resource management analysis model

The model distinguishes four sets of attributes that can be used to describe the use of a resource: (1) the physical attributes of the natural resource or facility and the technology employed to obtain its production; (2) the decision-making arrangements (organization and rules) that govern the relationships among users, as well as their relationship with other external groups or institutions; (3) the mutual choice of strategies and their consequent pattern of interaction among decision makers; and (4) outcomes or consequences. This model is not constituted as a complete causal model, but as a heuristic tool for thinking about the logic of a situation and considering possible alternatives.
