This article presents the result of a documentary revision made to files for productive projects 3X1 in Zacatecas State during 2002 to 2007 period. This review had to objectives, the first one describe and analyze the process of beginning operation and evaluation used from the proposal of productive projects and during its development, the second objective had as a goal to observe how the file were integrated and determinate if a document with a technical and economical action can be presented as a plan for productive projects, and if that is the most suitable for it.
