Abstract

Fiscal federalism refers to relations intergovernmental organizations where a distribution scheme based on the assumptions of the decentralization, i.e. "fiscal federalism" It can be conceived as a process (economic and political) that reflects the costs and benefits of the decentralization in the forms of government, in the public administration models, in which government monitoring and control mechanisms and in general, in decision-making. It is assumed that decentralization would pave the way for justice and equity in matter of the distribution of resources that are necessary for the fulfillment of the responsibilities of local governments, according to the budgetary possibilities of the federal government.
