Municipal Reform and Strengthening in Sonora

On December 23, 1999, the Decree amending Article 115 of the General Constitution of the Republic was published in the Official Journal of the Federation, entering into force on March 23 of this year, as provided for in the First Transitory Article of the aforementioned document. From this date, a process of adaptation of state constitutions and federal laws to the new conditions of intergovernmental relations arising from the reform begins, which will conclude in April 2001. The above implies an enormous legislative effort that will define the new paths of municipal life, not only in the formalization at the local level of the new precept, but in the economic and political possibilities of the 2,436 municipalities that constitute the complex and diverse group of the Mexican municipality.
