The municipal institution has been associated with regional development, which is possible to the extent that the economic and social dynamics of the municipalities determine those of their surroundings and constitute a whole with a certain degree of homogeneity, establishing their own development profile attributable to the municipal driving force, which implies the creation and operation of productive clusters capable of responding to the development requirements generated by the regions themselves.
