Today organizations face threats of effectiveness, efficiency, profitability and multiple challenges of increasing competition from changing customer demands, a constant challenge of maintaining congruence between the dimensions of the organization, strategy,
culture and processes technology and production. Both individuals and the organization required, find fulfillment through work, fight the obsolescence of their own knowledge and skills, and to strike a human community and the job site. Although new jobs are being created, the old are being destroyed at an increasingly rapid pace. The objective is to determine the degree of use of work teams to achieve organizational development used by small and medium enterprises affiliated CANACINTRA in the city of Hermosillo, Sonora identifying management control tools applied and its consistency with systems competitiveness demanded by the new millennium, which pose the following hypothesis: less than 90% of small and medium enterprises affiliated CANACINTRA in Hermosillo, Sonora do not use the competitive organizational development, functional and productive ambiguous and unpredictable circumstances through the teams with which account. We have to emphasize that one of the main problems they have is they do not have a strategic advisory and consulting internally to help them make effective group of groups and teams at their disposal in their business, this lack of attention on this problem many times is because it takes oversight as it should be, since the majority of them lack the financial resources, availability of time and in the worst case interest.
