Public Management is recognized as a new perception of government. The integral, inclusive and dynamic vision of public management has consequences for the relationship between the State and its community; the idea of the public has been rethought, today the public is common to all, and the answer to problems of this nature must be found by all, that is, by society and the State. What is common to all implies, in this sense, a commitment to social development, to the search for better levels of quality of life, to the preservation of equal opportunities to develop a productive and politically active life, and to the care of our natural environment that makes human life possible.
