Abstract

The oldest institution in the political, administrative and legal order that the Mexican nation has had is the municipality. Brought by Spain during the conquest of American soil, it facilitates the establishment of the colonial order and allows the constitution of civil society, as well as at the time providing its authority in the process of independence and, already in the 20th century, the basis of the political and administrative organization of the Mexican State that emerged from the Revolution of 1910 and an essential point of the decentralization undertaken since 1983, which was ratified and expanded in the 1999 reform, in which the municipality was recognized in its City Council as an order of government.

The municipal institution has been defined in many ways, which express the diversity of theoretical approaches from which its nature, evolution, composition and functions have been realized. In this sense we have a variety of interpretations that, however, agree in considering it as a cohesive sociopolitical phenomenon of families and individuals in a neighborhood relationship, as well as the social and political body closest to the interests and problems of citizens. in a specific territorial district.
